The Missouri Credit Union Association is busy preparing for the 2014 state legislative session, which begins January 8 in Jefferson City. The 2014 session is expected to run through May 16, giving the legislature approximately 90 working days to develop and pass legislation.
Republicans maintain a veto-proof ‘supermajority’ in both the House and Senate. Creating a pro-business environment is expected as a returning theme in 2014, along with a focus on tax reform and issues including federal gun law nullification, right to work, Sharia law, and Agenda 21 bills.
Special Session December 2 - No Credit Union Issues Involved
Governor Jay Nixon (D) called the Missouri General Assembly into special legislative session on December 2. The session is focused solely on a proposed annual $150 million incentives package to Boeing to build the 777X plane in Missouri. The special session is expected to end by December 10.
Expected Legislation in 2014
Legislators began pre-filing bills on December 1. The Missouri Credit Union Association’s (MCUA) Advocacy Department will closely track and monitor proposed legislation during the 2014 session – supporting or opposing bills as needed. There were more than 50 bills during the 2013 Legislative Session with potential to impact credit unions. If passed, many of these bills would have negatively affected credit unions. Several are expected to reemerge in 2014. These include the tax lien transfer bill (which changes the laws regarding the assignment of property tax liens), and bills dealing with mortgage mediation, payday lending, campaign contribution limits, and the Uniform Commercial Code.
Pension advances, frivolous patent infringement assertions, and lien priority over refinanced mortgages are all new issues expected to be addressed in 2014. Because 2014 is also an election year, MCUA will closely monitor several initiative petitions.

SAVE THE DATE: 2014 Advocacy Meeting in Jefferson City
The 2014 MCUA Advocacy Meeting takes place in Jefferson City on Monday, March 10, and Tuesday, March 11. The two-day event will feature legislative visits, speakers, information sessions, and hot topic debates. A Financial Literacy Fair will take over the Capitol rotunda on Tuesday when students get a hands-on financial learning experience while lawmakers have the opportunity to watch and take part. Members of the Missouri House and Senate are also expected to address the Literacy Fair participants throughout the day.
